Biser Borisov was appointed as Chairman of State Agency Technical Operations with Decree 261/05.10.2021 by the President of the Republic of Bulgaria Rumen Radev, on a proposal of the Council of Ministers.
He was reappointed as Chairman of State Agency Technical Operations with Decree 247/17.10 2022 by the President of the Republic of Bulgaria Rumen Radev Radev, on a proposal of the Council of Ministers.
Biser Borisov holds a Master’s degree in International Relations and Bulgarian Philology from Sofia University "Kliment Ohridski".
His professional career began in 1993 in the National Security Service - Ministry of Interior, and in 2006 he became the head of Sofia Metropolitan Security Department. In the period from 2008 to 2012, Biser Borisov held the position of Director of the Territorial Directorate "National Security" in the State Agency for National Security. Since 2012, he has been a security officer at the Financial Supervision Commission. In 2014, he was appointed as deputy chairman of the State Agency Technical Operations.
In 2004, he completed a course "Global Counter-Terrorism" in the College of International Relations and Security at George C. Marshall European Center for Security Studies, Garmisch-Partenkirchen, Germany. In 2004, Biser Borisov completed a course "Countering Global Terrorism" in the General Commissariat of Information, Madrid, Spain. In 2005, he completed the "Special Course for Foreign Officials on Protecting Classified Information and Countering Terrorist Threats Against Strategic Objects" in the Federal Office for the Protection of the Constitution, Cologne, Germany.
During his work, Biser Borisov has been awarded on numerous occasions by the Secretary General of the Ministry of Interior, the Minister of Interior and the Chairperson of the State Agency for National Security for the excellent fulfilment of his professional duties.

Angel Mechkov was born on 17.08.1984 in the town of Dobrich.
In 2007, he graduated from the Academy of the Ministry of Internal Affairs in Sofia with a Bachelor's degree in Crime Prevention and Public Order Protection and in 2010 with a Master's degree in Law from "Chernorizets Hrabar" Varna Free University.
In 2007, Angel Mechkov started his career as an intelligence officer in the Economic Police Sector of the Regional Ministry of Internal Affairs. In 2013, he was appointed as an intelligence officer in the Financial System Crime Prevention Sector - National Police Directorate General - Ministry of Interior.
From 2015 to 2019, he was an intelligence officer in the Money Laundering Sector of the Corruption and Money Laundering Department - General Directorate for Combating Organized Crime at the Ministry of Interior.
Since 2019, he has been a State Inspector in the Anti-Corruption Directorate - Commission for Combating Corruption and Confiscation of Illegally Acquired Assets, Sofia.
As of 07.08.2023, by order of the Prime Minister of the Republic of Bulgaria, Angel Mechkov was appointed as Deputy Chairman of State Agency Technical Operations.

Andon Nenov was born on 25.10.1972 in Sofia.
In 2002, he graduated from the Technical University of Sofia, with a Master's degree in Communication Engineering and Technologies. He is a PhD candidate at the Faculty of Telecommunications, Department of Communication Networks, at the Technical University of Sofia. He holds specializations in the operation, administration, and maintenance of communications equipment.
His professional experience in the field of computer systems and networks began in 1994 in the private sector.
From 2005 to 2011, he was an employee of Communications Directorate at the Ministry of the Interior.
From 2011 to 2026, he joined the State Agency National Security where he held various managerial positions within the Specialized Directorate Technical Operations.
As of 01.08.2026, by order of the Prime Minister of the Republic of Bulgaria, Andon Nenov was appointed as Deputy Chairman of State Agency Technical Operations.
Marinela Beleva

Marinela Beleva holds a Master's Degree in Accounting and Control from the Academy of Economics “D.A.Tsenov” - Svishtov. She holds an additional qualification "Teacher" from Technical University – Gabrovo.
She has worked at the State Agency for National Security, where she held the position of Deputy Director of Directorate.
In 2013, Marinela Beleva was appointed to the position of director of a directorate at the Ministry of Interior.
In 2014, she was appointed to the position of director of a directorate at State Agency Technical Operations (SATO).
From 31.01.2017 to 09.05.2017, she was Deputy Minister of Interior.
In May 2017, Marinela Beleva was appointed as a civil servant at SATO.
Since 01.06.2017, Marinela Beleva holds the position of Secretary General of SATO.
